When choosing a character with the "lowest strength" in play, if there is a tie (say, multiple 1 strength characters) then the controller of House Florent Knight gets to choose which character will be discarded.
Will it discard itself if it's the one with the lowest STR?

Yes he will. He doesn't say "choose another character", so he's an eligible target for his own ability.
