12 limited locations? Why do you need so much economy? Just for the tempo? So you also have Late Summer Feast, Time of Plenty and Summer Harvest for economy. Maybe taxation would be an option? I think that the IIM are to slow in a crossing build and I would play the iron fleet scouts instead for strg pump.
