You may run an agenda in addition to this one and may include non-loyal Small Council characters from any faction in your deck.

Your Hand of the King gains the Small Council trait. Small Council characters cannot be knelt by non-plot card effects, cannot have their STR reduced, cannot have their icons removed, and gain "No Condition attachments."
