Rules FAQ

  • You can choose an Edict, Kingdom or Scheme plot card without a When Revealed ability.

  • You can choose another Pulling the Strings in your opponent's pile. In this case, an infinite loop might be created. Choose a number of times you want the loop to resolve (e.g. one billion times), then end the loop and proceed with the game.

Ooops, I thought I was commenting on the card, not the FAQ. With regards to the FAQ, in the case where the only valid targets are other Pulling The Strings cards, then it would not be legal to end the loop as when revealed effects are mandatory. — dominicbisset 13

If you reveal Pulling the Strings and choose Varys's Riddle in the opponent's used pile, you'll then need to resolve the When Revealed ability of the opponent's revealed plot. — mplain 238
Note that in round 7, you don't reset your used pile / plot deck until after When Revealed abilities resolve. So if your 7th plot is Pulling the Strings, you get a chance to choose something in the opponent's used pile. — mplain 238
