Rules FAQ:

• After Oldtown Informer enters play, you may use its Bestow ability first, then trigger its Reaction ability.

• The Reaction ability can be triggered after any card enters play during the challenges phase, including duplicates, events like Risen from the Sea or Blood Magic Ritual (note that normally events do not enter play), as well as new plot cards being revealed (via "The Rains of Castamere").
