Rules FAQ:

  • Characters become participating (and blanked) only after being declared as attackers/defenders, and after declaring stealth. So Sam will not interfere with stealth, or with characters that do not kneel to attack/defend (e.g. Ser Jaime Lannister, Brienne of Tarth).
