Probably a relatively generic Lannister Fealty list, albeit one that absolutely plays towards the importance of Varys in helping to control the board while Cersei and Tyrion rip away at the opponent's hand.

Fealty isn't tremendously important but does help you get up to Tywin's cost, and also might deliver a surprise Queen's Assassin or two.

In 2.0 it's critical to recognise that Intrigue is not what it was in 1.0 when players had access to more card draw. In 2.0 your opponent will ultimately get down to drawing 2 cards then playing them, making your Intrigue useless late game, and in the early game affecting board presence is more important than discarding cards from hand.

Where Intrigue creates an advantage is midgame, where the 3 or 4 cards you've forced them to discard have sent your opponent topdecking two turns earlier than normal. IN THAT WINDOW you have the opportunity to create a game winning advantage by clearing the board and refilling your side with the extra cards in hand. If you wait too long your cards in play (heavy on Intrigue) lose value as Intrigue worsens and your opponent's MIlitary strength prevails, so it has to be in that midgame period.

Varys is essential in giving you that midgame reset. DO NOT BE AFRAID TO USE IT. If Cersei and Tyrion die in the process of resetting a couple of their big guys then it will have been worth it. What's important is not who loses what when Varys wipes the board, what's important is who rebuilds fastest.

Would this not be better with Banner of the Lion so that you can use a few more neutral cards? Notably Littlefinger and Kingsroad?

I find that Kingsroad is very helpful in being able to play expensive characters like Varys and the 15 neutral card restriction is probably more punishing than the additional resource that Fealty provides is beneficial.
