Nice deck! If I may offer just a few suggestions. I am a Stark player who has won several tournaments, so here's my advice:
-Remove 2x Bear Island Loyalists - Put in 2x more Winterfell (Total of 3). Trust me, this is--arguably--Starks best card in the current meta. It shuts down everything from Tyene to Mirri to Tyrion to PTTS, etc.
-Remove Green Dreams - Put in 1x more Catelyn Stark. Trust me. The same reasons for Winterfell. If you cannot find Winterfell, you need Catelyn.
-Wolves of the North are unnecessary. I like them, but they just do not flow for the current meta. I would remove them to have your deck at 60 cards exactly, increasing the chances to pull what you need to win.
-Remove both Tumble Stone Knights - Add another Blackfish and another King Robb (I would try to get 3 Robb's if possible).
-Since you have so many lords and ladies, I would remove Summer Harvest for a Noble Cause.
-I love Sneak Attack, but I only run one. Take out one, and put in The Long Winter, it's a two claim plot that doesn't restrict you from only doing one challenge. Plus, it's winter, meaning, you can trigger Winterfell and still use Ice and PTTS.
-Speaking of Ice and PTTS, since you are running King Robb, I would take out Needle, and put in one more Ice, and remove For the North! to put in another PTTS and Nightmares.
