This is a more control version of Rains.
Plots - Fairly standard choices in the main deck. I've seen people trying to get cute with Marching Orders instead of Trading. That's not my style. Close Call got put in over Summer Harvest. It's basically an additional save. Littlefinger's Meddling has been huge. It lets you go wide on a turn when you have good plots but need a better board presence. I played with Wardens of the West but found the times I wanted to use it were early and prefer to setup my board then. Power Behind the Throne was okay but not needed in most match ups. Calling the Banners may end up being Summer Harvest I just like the initiative of Calling better.
Attachments - Bodyguard's are a must. Regardless of Valar I never hate drawing them. They let me go lower on character count without having to put in bad cards.
Locations - I used to run with only 2 Fiefdom's. Economy is really important after a reset.
Events- I want to control what my opponent can do. I want to dictate pace and flow. I have gone back and forth on The HJ number and the Tears numbers. Ultimately I may go with 3 Judgement. It's too important now not to have. Trials are in because of core Cersei. These would be PTTS if I built this with different characters.
Character choices - Kevan Lannister vs Ser Ilyn Payne - I chose Kevan because of his versatility. Being able to grab a Milk,Bodyguard or Kingsroad is more important to me then killing chuds with a 6 coster without a sword. He's also a Lord so I can Bodyguard him if I need to. There's a more aggressive version of the deck that I would use Payne in but not for this one.
Gregor's Marauders vs Chella - I don't kill as much on military to get her turned on usually. Additionally the 3 str vs 4 makes a difference. Gregor's is an army that doesn't say no attachments. 6 strength is a big difference between 5 on attacking or defense. Being able to shut down Drogo matters. The pillage is cute but just a bonus.
Jaqen H'ghar vs Syrio Forel/Gregor - Syrio is great in the mirror and good against Grey Joy but with all the Martell walking around monocons are a real liablity. Gregor without PTTS is a waste as well. Jaqen works with the Hound the same way as Mirri works with the Hound. He's a tricon with a potential for spot kill. Winning a challenge with him alone in this deck is easy, having the Hound for help makes it easier. He may end up becoming Littlefinger in the end but I wanted to give him a try.
If I were to build this more aggressively, I would make the opposite choices I did. I would swap all those characters and change tears to put and likely run one less Trial for a copy of Boy King.

Looks definitely solid. icon stat is great in a Martell meta. I wonder if number of save is enough in Valar meta though. I don't get what you mean by using the Hound with Jaqen. How can the Hound help him ? because his reaction is only made when attacking alone.
