This is a pretty simple deck. Draw lots of characters and flood the board. Your main draw engine is Samwell Tarly and Messenger Raven. Confiscation is in there exclusively to unmilk Sam. Pretty much all of your other big guys are immune to it except for old bear and you have 3 copies of Rattleshirt's Raiders so they can keep him not addicted to drugs.
When you have a bunch of characters in hand bring out Marching Orders and flood the table. If your opponent uses Wildfire, then draw up and Marching Orders again. A single copy of The Iron Throne is in there because that along with The Wall pretty much puts the game on a timer for your opponent though you should already be winning dom pretty easily.
I went no agenda because the wildlings are pretty beefy and I like to have a bunch of them. Littlefinger helps your draw and gives you a much needed INT icon. This deck is pretty INT weak. If someone gets Tears of Lys then protect him with Maester Aemon. So yeah that's it. Draw lots of guys then flood the board with them.
