You cannot put a unique character into play if either player already controls a copy of that character, or if there is a copy of it in either player’s dead pile. The losing opponent must choose something valid, if possible.

Since the ability uses the word “may”, putting a character into play is optional. However, you must decide whether you wish to do it without knowing what the losing opponent’s choice will be. You cannot later decline it if it is something you do not like (for instance, House Florent Knight).

The entire ability resolves before any reactions to a card being discarded from a player’s deck or entering the discard pile can be triggered. That means the losing opponent cannot trigger Citadel Archivist to clear their discard pile before fully resolving Bound for the Wall. Once you put a character into play, other cards that interact with that character while it is in the discard pile may not be used either. That includes Now My Watch Begins, Nagga's Ribs, Ser Addam Marbrand, Edric Dayne (HMW), and Crone of Vaes Dothrak.

Missandei is an interrupt, so the losing opponent can immediately put her into play if she is discarded by this event.
