Since the interrupt happens before the new plots become revealed, you need to check if any of the previous plots (the ones that are just about to be replaced) have the Summer trait in order to determine whether the event is returned to hand or not. The new plots are irrelevant (but you do know their identity at the time of playing this event).

If you interrupt the revealing of The Annals of Castle Black, the plot is not “active” yet, so it will not allow you to play “The Winter Maid” from your discard pile, nor will it remove the event from the game if you play it from your hand. On the other hand, if Annals is one of the “old” plots, you can play this event from your discard pile to interrupt the next plot. In this case, the event will be removed from the game if it is placed in the discard pile. If there are no Summer plot cards revealed, it will be returned to your hand instead, whether you played it from hand or from your discard pile.
