This is just something fun I've been building and running at our local league nights. I'm not sure if it will ever be a competitive deck, but it is quite fun to play. Originally it started out as a Lanni + Kracken deck trying to abuse the combo between Saltcliffe Sailor and Cersei's Informer, but I decided that House Baratheon could probably make better use of the Saltcliffe Sailor (I still have a version of that Lanni + Kracken deck though).
This deck makes use of lots of Bestow cards to take advantage of Saltcliffe Sailor's ability to move gold onto Bestow characters. Being able to 'top up' your Begging Brother is extremely powerful, especially when you're also handing out stealth.
3x Saltcliffe Sailor The Sailor is the reason I built this banner deck. Being able to move gold to other characters like the begging brother and Ser Axell is really good, and giving stealth is the cherry on top. The deck doesn't completely rely on them, but they make everything work better.
3x Marya Seaworth: Marya provides the deck with some redundancy via a Melisandre-independent kneel. The sailors provide the deck with lots of stealth, and Marya makes that stealth even more potent. She either forces your opponent to go first (stealth is better as second player anyway), and/or she draws all the hate (also acceptable). I've shift back and forth between 1x and 3x Marya, but I think 3x might be the right choice.
1x Ser Axell Florent: Similar to Marya, Ser Axell is providing more kneel, which combos well with the sailors giving him gold and stealth.
3x Stannis's Cavalry: At 4 gold for a 4 str, no attachments, bi-con these guys are good value. Their ability to put gold on themselves also elevates them in this deck, but the crème de la crème of these guys is dropping them in late-game to partially/completely shut your opponent's characters down. I've noticed most decks rely heavily on one or two cost slots to do most of their heavy lifting. There's nothing quite like bombing in the cavalry with 7 gold to keep Jon Snow (WotW), Mance Rayder, and Beric Dondarrion knelt forever (true story).
2x Stony Shore Raider: These guys fulfill the banner requirement, provide location control and give you a cheap body to kneel with the Queen's Men. The only downside is that the Sailors can't refill them. These guys could be 2x Lordsport Shipwright if you don't mind having lots of str 1 characters. Both have their own strengths and weaknesses.
3x King at the Wall: The King at the Wall is providing this deck with most of it's draw. With 7x Greyjoy locations to trigger it's effect, it's fairly common to be drawing 2-3 cards a turn. Obviously Ser Cortnay Penrose is our preferred target for the attachment, but any other legal target will also do. The ability to give characters Stealth also assists in being able to win the power challenge to trigger the attachment. It also helps that the Greyjoy locations are all cheap and provide you with some useful utility.
3x The Iron Bank: The Bank is providing this deck with most of it's mid/late-game economy. Generally you want to play it turn 1 or 2 either by having it in hand early, or by using Devan Seaworth to search for it. The 2x copies of Sea Bitch should help keep other Greyjoy players from staging a heist.
3x Unbridled Generosity: A great event since we have all these cards with Bestow and one that can give stealth. Playing this during the challenge phase to give 1-3 characters stealth when your opponent doesn't expect it is fun. Generally you want to play this after you peek at an opponent's hand with Seen In Flames/Queen's Men to make sure they have no The Hand's Judgment. Also if your Bank is still charging it's important to play this card before you collect income (as a draw/plot action).
2x Chamber of the Painted Table: This one might seem a little out of place. 2x chamber without any copies of The Iron Throne? Basically the bank is better than the throne. Once your The Iron Bank is charged, you'll have no need for the 3-13 gold you get each turn from your plot/locations. This excess gold then becomes your iron throne and you marshall cards solely from the Bank's gold. This could just be 1x Chamber of the Painted Table and 1x The Iron Throne if you worry about relying on the bank.
Starting hand: _Basically you're looking for a copy of the The Iron Bank in your opening hand, plus some characters/econ to setup (don't be afaid to play bestow characters with no gold on them). If you don't manage to mulligan for the bank, open with Building Orders to try and find it, and/or use Devan Seaworth to try and search for a copy.
After that it plays similar to other Bara stall decks, except lots of your guys have stealth! You want to try and play King at the Wall mid-game to start drawing lots of cards to spend all your gold on.
Anyway give it a go and enjoy!
