In my opinion this deck doesn't work. To use Even-Handed Justice You have to have char. 3 chars with sum of strength higher then 8 and you do nothing. They just stay. |

I would disagree - Even-Handed Justice doesn't specify that I need to pick a character. In fact, I assume that the dialogue has (if able) alongside it - the idea obviously being that they kneel and I do nothing. |

My friends play a lot of and - so all about control, but what will they do when there is nothing to control and it is just a race for dominance? I've posted a 2.0 version as I accidentally left Healing Expertise in (the intent was to have 3x Varys and use him continuously to clear the board, but he is removed from the game after his effect, so sadly can only be triggered once). |

If an ability requires the choosing of a target (or targets), and there is no valid target (or not enough valid targets), then the ability cannot be initiated. This initiation check is made at the same time the ability’s play restrictions are checked. RRG page 20. |
