This is a brew I'm trying out, I haven't playtested this version of the deck but I think it's better focused than the last version.
I was playing Randyll Tarly and The Queen of Thorns, but dropped them in favor of Fast Eddie and The Knight of Flowers and I think the deck is better for it.
The basic idea is to have a good economy, high card quality, and card advantage.
I don't like playing reducers like Heart Tree Grove and Winterfell Steward in banner decks because they generally only reduce less than half of the cards in your (banner) deck at best. I think Tyrell with The Arbor is basically the only faction that can get away with it.
Stark has really high quality banner characters and one of the core ideas was to reinforce core Arya Stark and core Sansa Stark with Lady-in-Waiting to allow me to have an aggressive curve but still play The First Snow of Winter. Getting Ward and Frozen Solid are both cool boons, too.
Street of Silk is pretty powerful here, it hits Lady-in-Waiting, Olenna's Informant, Littlefinger, and Syrio Forel. It should consistently get you a card and they're all useful in their own right. An informant can be insane value.
Street of Silk, 2 Pleasure Barge, 3 Littlefinger, and 2 A Gift of Arbor Red gives you a lot of ability to dig through your deck for cards you want to see. The Support of the People is there to help you hit Street of Silk, but the improved reserve on The Iron Throne is actually quite powerful in this deck. Grabbing Highgarden or The Mander are fine and fairly powerful uses of Support, too.
The dream is to set up a turn where you can Trading with the Pentoshi, marshal Pleasure Barge, then Littlefinger and one or two other characters and back all of them up with duplicates. The deck seems powerful even when that isn't happening, though.
I'm a little conflicted on the plot deck. I want to go deep on the long game and play Close Call and Rebuilding, but they're kind of janky plots if they aren't among your last ones. Calm Over Westeros is undoubtedly a powerful plot but I wonder if Supporting the Faith might be better with its higher income. I'm also wondering if there is a way to make room for more plots to help me pummel my opponent, like cutting Marched to the Wall for A Storm of Swords.
